It seems the client is looking in the path given by SharedDataDirectory optionally appended with Mui plus the value of the UserInterface setting.
For example:

UserInterface=NL
SharedDataDirectory=c:\NotesSharedData

Results in: C:\NotesSharedData\Mui\NL\...
